The Self-assessment setting means that the student's own score is used in the calculation - though the impact of this is just 1/n of the overall number in the group (n).
You can use the advanced settings option in the assignment to switch off the self-assessment option.
Some colleagues have used post-WebPA moderation to look at the correlation between self-assessment and the overall weighting, and used a penalty function if it appears that the self-assessment deviates by a lot from the overall weight, though I don't have full details on that.

Self-assessment vs peer only assessment starts to affect results when some participants do not put in their marks. We have found this in worst case examples when 2 or 3 of a group of 6 do the peer assessment-and the weighting factor is applied.
