Sharon's suggestion was been considered a bit at the workshop as it's clearly one way (possibly the ideal way) of approaching the problem. The main objection was that it was felt that it would be much harder to persuade local authorities to fund the maintenance of part of the national record than to maintain the x-shire HER.

Hi , sorry I was on leave yesterday and just caught up with the discussion.
I just want to throw in an alternative view point. What we all want is historic environment data made available to the public. So, why can't this be from a single access point, but contributed to regionally? I am thinking something similar to the PAS (portable antiquity scheme) model. One database accessible online. Each HER has a login and contributes/updates records for their defined area. EH/HE also has a login and can contribute the national projects/internal projects. The data can be backed up by EH/HE.
This then eliminates the variablilty in recording styles, makes all HER data available online and allows EH/HE to continue to contribute their research.
It would involve HER & NRHE data being reconciled with a single new database system.
Obviously, this still means there is the reconciliation issue...........
