Steve Bailey, once JISC's records manager and then with Jisc Infonet,
used to conduct an annual survey of the impact of FoI on HEIs & FEIs
in the UK. It won't tell you all you need to know but it's a starting
point. For instance, the 2013 survey
(http://www.jiscinfonet.ac.uk/surveys/information-legislation-management-2013/)
tells us that 74% of responding institutions have dedicated records
management staff.
I hope someone more directly involved with RM in a university context
can point you to something that answers your question more directly!
