I did reply to Caroline off list with the following information, very much reflecting your own thoughts:
The annual Information Legislation & Management Survey that we conduct each year does ask some questions about the number of IM/compliance staff that institutions employ which may help.
On a slightly different tack, the research paper I wrote for the RMJ based on 6 institutions use of the Impact Calculator to measure the financial benefit derived from IM improvement projects also have some useful and (probably uniquely) robust and transparent statistical data which may be useful in a business case. I imagine you have access to the RMJ, if so its:

Steve Bailey, once JISC's records manager and then with Jisc Infonet, used to conduct an annual survey of the impact of FoI on HEIs & FEIs in the UK. It won't tell you all you need to know but it's a starting point. For instance, the 2013 survey

tells us that 74% of responding institutions have dedicated records management staff.
I hope someone more directly involved with RM in a university context can point you to something that answers your question more directly!
