VACANCY NOTICE
The Office of the United Nations High Commissioner for Refugees (UNHCR) is seeking a candidate to fill the vacancy of the following position:
Senior Liaison Associate (GL-7) in Valletta, Malta – position 10019355
The UNHCR Liaison Office to the European Asylum Support Office (EASO) in Malta is looking for a highly qualified, motivated and flexible team player with a strong interest in the harmonization of European asylum policies and practices.
Tasks/Responsibilities
Under the supervision of the Head of the UNHCR Liaison Office, which is part of the UNHCR Bureau for Europe, the responsibilities of the Senior Liaison Associate include research, analysis and management of information as well as provision of expertise in the context of UNHCR’s evolving relationship with EASO on matters concerning the internal and external dimensions of EU asylum policies and practices.
- Assist in the establishment and maintaining of close working relations with officials in EASO, EC, Ministries of Interior and asylum authorities, NGOs, academics and judges involved with EASO’s activities.
- Assist and prepare the compilation and transfer of knowledge, expertise, information and data from UNHCR to EASO and vice versa.
- Inform the Head of LO on a continuing basis of relevant information on the outcome of discussions with EASO officials concerning EASO’s work.
- Inform the Head of LO on a continuing basis of relevant developments from external sources.
- Keep abreast of key developments in EU and EU MS asylum policy and practices and draw the Head of LO’s attention to information of interest.
- Conduct research and prepare written summaries, briefings, analyses and recommendations on specific questions as instructed.
- Attend meetings and represent UNHCR in EASO and other meetings on behalf of the Liaison Office as appropriate and prepare notes on these meetings to keep the Head of LO, Policy Unit and other offices informed.
- Coordinate LO arrangements and manage LO workflow.
- Perform other duties as required.
Desirable qualifications and competences
- Excellent analytical, judgment, drafting and organizational skills.
- Completion of Secondary Education with relevant post-secondary training (European affairs, law, politics or related field).
- Good knowledge of the European Institutions, legal and political aspects of the EU asylum policies and practices and the developing CEAS.
- Good information management, communication and coordination.
- Expertise in training in international protection, national and EU asylum law desirable.
- The ideal candidate will be detail-oriented, highly organized and a team player who is able to work independently.
Experience
Minimum 11 years of relevant work experience relevant to the function (number of years of university education can be taken into consideration)
Languages
Fluency in English (oral and written skills) is essential and the working knowledge of another relevant UN language(s) a distinct asset
IT skills
Excellent computer skills, including advanced knowledge of Microsoft Word, Excel and PowerPoint
Contract period
1 year renewable
Preferred starting date
15 January/1 February 2015
