Sorry been offline until now and as other have said this is really a
discussion for the technical list however two quick comments...
1. I think the problem is not with your images but with your sound files!
All your sound files are .wav and should be .mp3 I'd suggest converting and
replacing those files and then deleting the wavs via properties > media &
quota. Then try vieing again from the sandpit and if all is well export and
try again in Blackboard.
So a reminder for all on this list: Directly uploaded audio must be .mp3 and
directly uploaded video must be .mp4 (or .flv if using the older flash
playback)
2. You will have read the sad news about Jisc Techdis and their services
such as the TechDis sandpit closing. I've looked after and supported the
sandpit on behalf of Jisc Techdis for many years now and although I've never
promoted my services directly on the various lists I get involved in
supporting lots of organisations with Xerte from training to support with
in-house or external hosting. This includes individual accounts on a shared
installation similar to the sandpit. Unfortunately although low cost this is
not free but if you are currently discussing what to do as a consequence of
the sandpit closure contact me offlist.

IE - no problem at all - worked really well (it's a great learning object as
well - can I have a copy for the Xerte Showcase area?) GoogleChrome - slide
10 not working reliably - ok on refresh but not first time through. When it
broke it also hung the table of contents feature.
FireFox - no problems.
Filesize (262kb) may be the issue if there's a dodgy connection but I've
used bigger files myself and got away with it. File dimensions (765 x 643)
might be an issue because it is being shrunk a lot to fit in the space but
these are the wild guesses of a non technical person and I suspect the
technical list - http://lists.nottingham.ac.uk/mailman/listinfo/Xerte -
might have more considered answers :-)
An alternative way of doing slide 10 might be using a hotspot image
connector to allow you more screen space and less file squashing to fit -

I've recently created my first Xerte objects using the sandbox and uploaded
them into our Blackboard. When they're viewed through Blackboard a number of
pictures fail to load (not always the same ones, though there are usual
suspects which fail most often). They are generally OK viewed directly
through the sandbox. Any suggestions as to what might be going on and how I
can address this? Negotiations about setting up our own Xerte installation
are ongoing and whilst it may be the ultimate solution it won't be a quick
one!
They are consistently working better in Firefox than Chrome (and
surprisingly well in IE), and taking off the auto-narrate seems to help in
some instances.

a particularly frequent offender.
