Приглашаем вас принять участие в международной научной конференции «Государственная политика по защите национального суверенитета и урегулированию спорных проблем международных отношений на Европейском Севере и в Арктике в первой четверти ХХ века: исторический опыт и уроки для современности».
Конференция проводится в Архангельске с 7 по 10 сентября 2015 года.

Цель конференции: осмысление опыта международных отношений и урегулирования спорных проблем в условиях динамичного изменения облика Европейского Севера и Арктики в первой четверти ХХ века: появление новых государств, их становление и борьба за утверждение национального суверенитета, войны и их последствия, урегулирование международных конфликтов, разрешение спорных международных вопросов в указанном макрорегионе с участием как стран, непосредственно расположенных здесь, так и ведущих держав мира.
Ключевые проблемы, предполагаемые к рассмотрению на конференции:
1)Европейский Север в меняющейся архитектуре международных отношений в начале ХХ века и в преддверии Первой мировой войны;
2)Государственная политика и международные отношения на Севере Европы и в Арктике в условиях Первой мировой войны;
3)Гражданские войны и интервенции в Финляндии и России: генезис, течение, итоги, исторические уроки и последствия.
4)Европейский Север в формирующейся системе послевоенного мира и версальско-вашингтонских договоренностей: вызовы, достижения, проблемы и уроки, историческая ретроспектива и современное осмысление. Опыт разрешения спорных вопросов и урегулирования межгосударственных отношений и новый облик Арктической Европы в 20-е годы ХХ века.

Планируемая конференция задумывается как междисциплинарная, предполагающая диалог представителей различных гуманитарных и социальных наук, как сложившихся опытных ученых, так и молодых исследователей. Предполагается, что она соберет специалистов, занимающихся проблемами Европейского Севера и Арктики, из стран этого региона, а также из других европейских стран и США, представляющих разные отрасли знаний, научные школы и направления. Осмысление исторического опыта и уроков международных отношений, защиты национального суверенитета и разрешения спорных проблем предполагается тесно связать с современностью, что актуализируется пристальным интересом к Арктике и перспективам ее освоения и развития со стороны разных государств, политиков и ученых, потребностью изучения и адекватного восприятия роли и места этого макрорегиона в глобальном мире ХХ и XXI веков.
Рабочие языки конференции: русский и английский.

О результатах конкурсного отбора участники будут уведомлены не позднее 15 апреля 2015 года.

We invite you to participate in the international scientific conference
‘State policy for defending national sovereignty and the settlement of contentious issues in international relations in the European North and the Arctic in the first quarter of the twentieth century: historical experience and lessons for the present’.
The Conference will take place in Archangel during 7-10 September 2015.
The organisers are:

The conference aim is to understand the experience of international relations and the settlement of contentious issues in the conditions of dynamic change in the appearance of the European North and Arctic in the first quarter of the twentieth century: the emergence of new states, their formation and struggle to establish national sovereignty, wars and their consequences, the settlement of international conflicts, and the resolution of contentious international issues in this macro-region with the involvement both of countries situated here and of the world’s leading powers.
The key issues proposed for discussion at the conference are:
1/ the European North in the changing architecture of international relations at the start of the twentieth century and in the run-up to the First World War
2/ state policy and international relations in northern Europe and the Arctic in the conditions of the First World War
3/ the civil wars and interventions in Finland and Russia: genesis, course, results, historical lessons and consequences
4/ the European north in the developing international system of the post-war world and the Versailles and Washington treaties: challenges, achievements, problems and lessons, historical retrospective and current understanding. The experience of resolving contentious issues and the settlement of inter-state relations and the new appearance of Arctic Europe in the 1920s.

THIS CONFERENCE IS TIMED TO MARK THE CENTENARY OF THE CONFERENCE OF THE ENTENTE COUNTRIES THAT INCLUDED DISCUSSION OF THE QUESTION OF NORTHERN TRANSPORT ROUTES. IN THE YEARS OF THE FIRST WORLD WAR THE ENTENTE COUNTRIES ACTIVELY WORKED TOGETHER ON MATTERS OF USING AND PROTECTING NORTHERN SEA ROUTES. THERE WERE VARIOUS FORMS OF COLLABORATION THROUGH THE NORTHERN RUSSIAN PORTS OF ARCHANGEL AND MURMANSK - ECONOMIC, HUMANITARIAN (TRANSPORT OF REFUGEES, INTERNED PEOPLE, PRISONERS OF WAR; MUTUAL PROVISION OF FOOD AND MEDICAL AID), MILITARY (DELIVERY TO FRANCE OF BRIGADES OF THE RUSSIAN EXPEDITIONARY CORPS; DELIVERY OF PARTICULAR MILITARY UNITS FROM BRITAIN TO THE NEAR EAST AND ELSEWHERE), MILITARY-TECHNICAL (IN PARTICULAR, CONCERNING THE CONSTRUCTION OF THE MURMANSK RAILWAY, THE LAYING OF AN UNDERWATER CABLE BETWEEN THE KOLA PENINSULA AND BRITAIN, ETC), AND DIPLOMATIC.
RUSSIAN AND BRITISH MILITARY PERSONNEL JOINTLY DEFENDED THE NORTHERN SEA ROUTES, MINESWEEPING AND ACCOMPANYING CONVOYS IN THE MOST DIFFICULT CONDITIONS OF THE ARCTIC, AND STRUGGLING WITH THE DANGER POSED BY GERMAN U-BOATS.
WE INVITE ALL INTERESTED PEOPLE - PROFESSIONAL HISTORIANS AND AMATEUR ENTHUSIASTS - TO DISCUSS THESE ISSUES AT OUR CONFERENCE!
The planned conference will be interdisciplinary, with dialogue between representatives of various branches of the humanities and social sciences, and with the participation both of experienced senior colleagues and young researchers. We anticipate that it will embrace specialists working on issues of northern Europe and the Arctic in the countries of the region and in other European countries and the USA, representing various branches of knowledge, scientific schools and themes. The understanding of the historical experience and lessons of international relations, the defence of national sovereignty and the resolution of contentious issues will be closely linked with the current moment, which is happening with the intense interest in the Arctic and the prospects for its assimilation and development on the part of various states, political figures and scientists, together with the need to study and adequately understand the role and place of this macro-region in the global world of the twentieth and twenty-first centuries.

Proposals for participation in the conference will be accepted until 20 November 2014. The results of the competition for selecting participants will be announced by 15 April 2015.
Proposals must contain: 1/ the name of the presenter, the name of his/her scientific institution or higher educational institution, position, postal address and email address; 2/ the title of the paper; 3/ an abstract of up to 200 words.

It is proposed to publish the conference proceedings as a volume, without any fee for inclusion. The requirements for formatting articles will be notified in Conference information letter no.2 at the same time as notification of the list of conference participants.
Foreign participants will be provided with visa support (an invitation). Financial assistance for participation in the conference will depend on the amount of grant funding secured. Colleagues needing financial assistance are requested to note this in their proposal.
