Thanks for your interest. I omitted the BL illuminated manuscripts, because, while openly licensed, they are only isolated images of single pages. The BL's wonderful photography of complete manuscripts explicitly prohibits "systematic" reuse without special permission, so falls outside the scope of the list: see http://www.bl.uk/copyrightstatement.html. The Houghton Library explicitly asserts copyright, and states "mounting on other systems, or other forms of redistribution requires permission of the appropriate office of Harvard University," so it too falls outside the scope of openly licensed resources.
I am less familiar with pinakes, but I am fairly certain that some of the material it aggregates specifically prohibits reuse of its images.
I am afraid that I (and perhaps others on this list) may be surprised and disappointed at how short a list of openly licensed source of images will turn out to be in 2014.
