Here is the most relevant lines to me:

So, your tidc is attempting to open a TCP/IP connection to
apc.moonshot.ja.net on port 12309, but failing. I would guess that if
you attempted to telnet to the same port you would also fail.
Are you able to 'ping apc.moonshot.ja.net'? If not, does 'traceroute
apc.moonshot.ja.net' show that your packets are being blocked close to
you, or close to apc.moonshot.ja.net?
If you are able to ping apc.moonshot.ja.net, then there's probably a
firewall in between you and apc.moonshot.ja.net that isn't letting port
12309 through.
I'm out on the open internet from the USA, and I'm both able to ping and
use telnet to connect to apc.moonshot.ja.net on port 12309.
