I checked my data it is DTI but the bval entries are zeros. It is supposed to be 3(b0) and 25(b=1000). i tried MRI_Convert (command line and GUI) it gives me the same bval. I tried dcm2nii also the same thing! Do you have any suggestions to fix my Bval?

Yes, you are correct. But there is also a possibility that the conversion from Dicom has not worked for some reason and even if your data are fine the bval entries are wrong. It would be easy to check if this is the case by looking at the data.
