From experience internally within my company, requiring people to actively go and log into something to access information does not work long term. After the initial enthusiasm, there will be a decline and then a very few advocates, but the more casual interested party will become alienated. It is something that has to be remembered, and time found for it, and there are not enough hours in the day quite often, unless it is a truly indispensible resource, and there are not many of those.
There are limitations of just receiving emails for sure, however receiving an once a day digest email is easy. I don't have to do anything , it just arrives. It couldn't be simpler to be honest. Call it lazy, call it efficient, but it works for me at least.
I do agree with others there are better ways for some of the debates to be had - email is not the best fit for that, but don't underestimate the value of the information dissemination aspect of the Listserv.
Also don't let the perception that the technology is old make the decision for you - many of us moan about IT driving how we work in our companies and how IT don't listen to the needs of the users, let's not fall into the same trap! Start by understanding what are the needs of the users of the listserv, and then look for the best fit solution - whether it is old school or new fangled or the best of both worlds!
