Agreed with you.
In Edexcel Exam Board, your students could choose either
Putonghua or Guangdonghua for their speaking, but their
choice for what version (simplified or traditional)
of papers for other three language skills is NOT restricted
by their choice of their oral
exam. Very often, some my students do mixed character
writing in simplified/traditional as long as the
characters are correct, as they all belong to Chinese.
In CIE, there is only Putonghua speaking exam, but the
candidates can write/listen in two different versions.
In AQA, there are only Putonghua and simplified writing
exams.
