Hi Alison - those already on statements will be gradually transferred to new EHC plans by 1st April 2018 with certain groups being prioritised - e.g. school leavers. If children do not meet the threshold for an EHC plan then the school action and school action plus categories have been reorganised into a single SEN category in school and their support comes from the school budget. Schools have to publish their 'local offer' which should detail how a child's needs will be met, approaches, what support will be given and desired outcomes- these are starting to appear on school websites and local authority websites. Discussion is happening via the NASEN website(www.nasen.org.uk), Council for Disabled Children and parent carer forums and the Preparing for Adulthood website (www.preparingforadulthood.org.uk) as these changes will have a big impact on colleges. Essentially, there will still be a threshold as there was for statements (debates about whether that will be a higher bar or not) and for those without, then support should be in place from school as it was previously.
