Dear colleagues,
The UK’s Open Government Partnership (OGP) National Action Plan (NAP) 2013-2015, which sets out government commitments to transparency, accountability and civic participation, was developed in collaboration with a network of civil society organisations. The UK’s participatory and open approach to creating its NAP is considered groundbreaking by the international OGP community.
In anticipation of the drafting of the next NAP, the civil society network has started preparing an Open Government Manifesto. The manifesto will be a wishlist of commitments that will form the basis for the network's advocacy and collaboration with the new government (post the May 2015 election) for the development of the UK's third NAP.
The International Records Management Trust successfully advocated for the inclusion, in the current NAP, of a commitment on records management. This was motivated by what we saw as a need to articulate the importance of information integrity to the Open Government community: records are the evidence that is necessary for real accountability. We will want to make sure that the next NAP reaffirms that commitment and encourages the government to extend itself in this area.
In preparing the text for a new commitment on records management, we’d like to consult the UK information / records / archives professional community. In the first instance, we welcome any comments on the present records management commitment and any suggestions for improvements, extensions, and new directions. The records management commitment is Commitment 5: http://www.opengovpartnership.org/sites/default/files/20131031_ogp_uknationalactionplan.pdf
We would be grateful to have any comments by the end of October.
Yours faithfully,
James Lowry
