The third circular and the final program were put on the website already on July 23rd, 2014.
However, owing to somewhat serious computer problems in Wuppertal I have not been able to
make the mass mailing about it until now. I apologize for this. I have been hoping that the
local organizing committee would make the mass mailing but my requests about this did not
elicit any response.
