I think the main issue may be that you can not guarantee that access will
continue into perpetuity (which may not matter to your users), and that the
location of documents may change if the issuing department's name changes.
Of course, if perpetual access is guaranteed and if there is also a
guarantee that the items will not move, then it may be safe to discard
print and create links to the online versions from your catalogue records.
