It looks as though NHS England is planning to bring care.data back using
input from the Care,data Advisory Body as its main source of external input.

much of the important information seems to have been in Papers B-E - which I
have been unable to locate.
Among the interesting points
b) Eve presented the Proposal for Primary Care Roadmap development document
(paper D), a paper which sets out proposals for expanding the scope (e.g. by
expanding the data collected from GP practices) and utility (e.g. who has
access to the linked data).It was proposed that this be supported by a
consultation process to ensure that scope change submissions are appropriate
The intention is to take the proposal to the Programme Board following
feedback from the Advisory group.
c) For further information, for the September IAG submission, the programme
board has asked that the programme go back to ensure clarity around
regulatory and public health purpose inclusion (i.e. that access includes
ALBs).
Additionally any IAG request needs to be in line with the original Primary
Care directions (issued by NHS England to the HSCIC in December 2013

these directions will need to be updated in line with requests.
d) Through the ongoing events the text from the Objections briefing is being
tested (paper E).
e) It was agreed that the views of the group would be sought in more detail
via a sub-group
I also find it somewhat worrying that the emphasis still seems to be
entirely on managing publicity and not with anything fundamental in the
programme itself..

I have also been unable to find any details of meetings of the care,data
programme board (which met on 16th July 2014) on the NHS England website)

It contains the technical guidance for the GP data uploads and limits what
HSCIC can do with the data: as stated in the Advisory Group meeting on 18th
July it "will need to be updated in line with requests"
I find that a bit worrying: does it mean that if a request for care.data
comes in which does not fit the current criteria for use, the intention is
simply to change NHS England's Directions to allow the use and end
recipient?
At present it reads:-
6 (1)The Board directs the HSCIC to disseminate information obtained by
complying with these Directions (including the primary care data, any
information obtained through analysis of that data as required by these
Directions and any sub-set of that data or information) pursuant to section
262(1) of the Act and by exercising its power under sections 261 (4) of the
Act to the NHS Commissioning Board, other NHS commissioning organisations
and other bodies to the extent that the HSCIC considers such a request to be
reasonable, where the conditions set out in sub-paragraph (2) are met;
(2) The HSCIC may only disseminate the data under paragraph 6(1) if:
(a) The recipient is a health service body, a provider of NHS-funded
services or a local authority engaged in joint commissioning with an NHS
organisation, or a person acting on behalf of any such body, and the
information is to be used by that person or body for purposes relating to
the exercise of public functions;
(b) The data are pseudonymised and the HSCIC is appropriately assured that
the recipient would not be able to re-identify individuals from the
information to be provided when linked to other information held by or
likely to come into the possession of the recipient; and
(c) The recipient has signed a written agreement with the HSCIC which
specifies the data to be made available, the purpose for which the recipient
will use the data and the terms on which that data may be shared and
re-used.
