You’ve missed the comment to step three on that page:
‘(for version 5.0.6 and above you first need to uncomment the lines related to FSLCONFDIR and FSLMACHTYPE in $FSLDIR/etc/fslconf/fsl.sh)’
If you make this change and then re-source the fsl.sh configuration file you should find that ‘make’ works.
