By coincidence our collections database is set up to do very much what you outline.
Objects are selected by curators based on potential interest, relevance to researchers, supporting exhibitions and making the public aware of them.
The next layer is for curators to group objects by themes. The themes can be linked to, shared by social media, saved in Word or Excel and displayed in a gallery via a kiosk iPad. Other staff use themes for workshops and events, the Seasons them is created and used by our community officer working with a group with early onset Alzheimers.
Our next layer is going to be a research catalogue. This will have research opportunities, essentially a theme pulled through and additional information added, published and current research and museum contacts.
In addition any user can create their own collection or collections that works like the themes do.
