AFAIK only the site-BDII host names are taken from GOCDB. The ip
resolution is done on all clients "the standard way" (read: via DNS
lookups).
This means, you have to take care of DNS caching. Looks like the default
TTL for DNS entries is 3 hours at uni-wuppertal.de (did a short check
with "dig"). So in theory the new ip information should arrive at all
clients during the next 3 hours after your DNS server's update.
