So I take the point that an underground ring road is quite expensive, finds a use for the big diggers that my company already owns, and has a certain conceptual simplicity.
But I'm also sure that I could write a visionary cycling masterplan which cost a lot of money, if I took all of the piecemeal ideas and tried to sell them as a single vision. (In fact the Mayor of London did one of them last year.) And that's why I find it a little confusing that they don't get re-presented as a single vision in this document, because it implies that cycling isn't worthy of "big funds".
