But a substance SAC for planning purposes generated by a DQRA (and possibly combined with engineering measures) can (dare I say should? just to stoke the fire again...) still represent minimal risk when based on the same minimal risk HCV used in the substance GAC.
Considering site-specific things like 'bioaccessibility, plant uptake, partition coefficients or receptor behaviour' do not inherently increase the level of risk posed by a substance in site soils - it can still be minimal.
I think Kevin was maybe more alluding to the 'bold' departure from GAC minimal TOX risk to S4SL low TOX risk?
