Dear Dylan,
This file can be redistributed under the terms of the GPL3, as can
OpenBUGS for Windows. A sentence has now been added to the COPYING file
in the OpenBUGS Linux "source" package to clarify this: see
http://sourceforge.net/p/openbugs/code/1018/
This will appear in any future releases, but also applies to the current
release.
