The government response to the recent consultation by the Intellectual Property Office on 'orphan works' (ie those where the rights holder cannot be identified or located) has recently been published online:

Note that this covers the complementary UK and EU provisions for such works. These offer the opportunity for users to obtain a legally valid licence to use such material in certain circumstances and subject to certain limitations. The response gives further detail on how the proposed legislation will work.
