The Royal Institution in London used to have a Rubens tube - it was used in a show I curated there for a conference in 2009, but I dont know whats happened to it since then.
I also think that Science Made Simple, the science show company, based in Cardiff have one which they use in one of their shows.
If you want one built to your design I could help as I have a workshop where I design and make all kinds of science show and demonstration props and things.
