What we did was edit the file
<blackboard_installation>\config\internal\renderers\page\htmlDocument.vm and htmlDocument-start.vm and added the line
<meta http-equiv="X-UA-Compatible" content="IE=edge” /> amongst the rest of the meta tags in there.
Back in Feb there was an MS patch that broke blackboard when using I.E 11 and the suggested solution at the time was to edit this file and add something along these lines so you may have some luck getting them to add this line in. I believe managed hosting did this as well for that issue (a patch was released sometime after and this advice was taken away)
I can’t see any other option for making it work for everyone without getting all your on campus systems to add the header in forcing compatibility mode and then taking away the tick box in the compatibility settings but on our campus this is next to impossible so this is the best option we have at the moment.
