Yes indeed.
For smaller VOs, it is highly desirable to have some space for short
term storage of job output - until it can be staged to long term storage.
The space required is essentially proportional to jobs recently run by
that VO - but at present sites have no means of pressuring VOs to clean
up and not behave selfishly (nor perhaps do VOs have easy tools to do
so). In the commercial world, the pressure to clean up is due to
charging for space use.
I think what we want is some form of quota - to prevent one VO
monopolising all the space, and some form of automated cleanup.
