In my experience the sheer scale of content creation is underestimated when discussing ambitious digitisation projects.
e.g. digitise 3,000 objects for a collection web site, then write an interpretation for each.
How long will that take?
Assume an hour per object to create a decent interpretation and you’ve now got one person working full-time for a year.
Is an hour reasonable? Too long? Too short?
What usually happens is that the interpretation time is reduced dramatically, to fit the time and budget allowed and the overall quality of the project suffers.
Lots of images, very little actual interpretation, or do we really know so little about the objects?
