'Margaret Thatcher's Legacy for Broadcasting'

Speakers: Professor Steven Barnett (Westminster University); David Elstein (Chair of Open Democracy Board, The Broadcasting Policy Group) and Patricia Holland (Bournemouth University).
This timely debate considers the implications of Margaret Thatcher’s legacy for the broadcast media. During her Prime Ministership Margaret Thatcher oversaw significant changes in broadcasting policy that have had far reaching consequences in terms of broadcasting ownership and regulation, although these were largely ignored in the reporting that followed her death. A series of highly controversial decisions regarding the BBC, ITV, C4 and satellite broadcasting were made during this period, whose repercussions are being felt to this day.
Her broadcasting legacy will be debated by David Elstein, Steve Barnett and Pat Holland.
Speakers
David Elstein is Chair of openDemocracy.net and the Broadcasting Policy Group. He advocates changing the BBC funding model (to voluntary subscription) and launched Channel 5 as Chief Executive and was Head of Programmes at BSkyB.
Professor Steven Barnett (Westminster University) is a prominent writer and broadcaster who has been involved in policy analysis at the highest levels, both nationally and internationally, for the last 25 years. He specialises in media policy, regulation, the theory and practice of journalism, political communication, and press ethics and was specialist adviser to the House of Lords Select Committee on Communications.
Patricia Holland is a writer, lecturer and researcher specialising in television, photography and popular imagery. Her latest book with Hugh Chignell and Sherryl Wilson is 'Broadcasting and the NHS in the Thatcherite 1980s: The Challenge to Public Service' (Palgrave Macmillan). Drawing upon findings from an AHRC study she explores how changes to the public services, and the shifts in the concept of ‘the public’ under Margaret Thatcher’s three Conservative governments were mediated by radio and television in the 1980s.

Each seminar starts with brief statements from the guest speakers, followed by a lively roundtable debate and closes with a Q & A session from the floor.
