Hi Ruth - we quite often had this problem at PCC, it's what we think of as a 'going round in circles' condition - the phrase:

causes problems, as the majority of remediation (unless you're talking major soil/GW clean up) is incorporated into the building (e.g. gas protection measures) or involves a cover layer on soft landscaping, which is generally implemented at the end of development. Therefore, they can't remediate until the development is underway, but can't develop until they've remediated.
Worth discussing the situation with your planning officers, hopefully they're more helpful than ours used to be at Portsmouth (although they've got better over the last few years).
