Thank you to everyone who responded to our recent benchmarking request about charges for documents or facilities included in television broadcasts.
Six repositories responded, with four following a similar process to Gloucestershire at the moment, in providing a sliding scale of charges depending on the number of intended broadcasts, the location in which the broadcast will be viewed, and whether DVD publication is intended. Two of these repositories specifically included web broadcasts in their scale of fees, one quoting £39.00 for the programme to be live for 35 days, and the other making a charge of £35.00 per image for all images displayed in the programme.
This approach seems very sensible in this i-player world which makes so many programmes so easily accessible.
That said, the simplicity of the approach adopted by the other 2 repositories who responded had much to recommend it. One charged per day (£200.00) and the other per hour (£60.00) for on-site filming, with the per day charge also intended to include an element of preparation and tidying up afterwards. Both repositories made a blanket charge per image for broadcast use, at an average of £33.00 for each still image used. One of the Offices also made a separate charge for moving images used in broadcasts (£56.00 per image).
As an Office we’ll have to decide now whether we stick with our current format of charges, or adopt this simpler approach, with perhaps an addition of a web use charge. Good luck to the other repositories who indicated that they were also reconsidering their charges at this time!
Because of the sheer variety of the charges raised by the other 4 repositories (not to mention the varied nature of the repositories themselves), a conspectus of the responses would be quite difficult. However, the scales reflected purchase of broadcast rights for 2 or more of 1 year, 5 years, 10 years and in perpetuity, with charges rising from £45.00 for an initial broadcast, to £900.00 for unlimited worldwide rights in all media for a period of 10 years.
