I believe the 'correct' answer for multiple cream CEs is still to have
an NFS software area, have sgm accounts, and have software tags synced
between all the CEs that point to worker nodes that use the same software
area (we actually have the tags directories on the software server, and
all the cream CEs NFS mount it from there). But I'm also moderately
confident that nothing is actually going to break if you don't[1].
That said, our ARC CE doesn't have access to the tags, and I'm not sure
it would have any idea what to do with them if it did, so in the fullness
of (hopefully not very much) time, this is all going to go away anyway.
