For a site BDII what mostly matters is the GIIS URL in the GOC DB as that's what top BDIIs use, so probably putting it as Production doesn't have bad consequences.

A quick check would be to just look at the DNs you get from ldapsearch to the two BDIIs and see if they're the same (and include all the services at the site). The actual content might vary if the queries to the services run at different times.
