UKSG Platform Requirements for Insights
I. About the Journal
Insights: the UKSG journal (2048-7754) aims to support UKSG's mission to connect the information community and encourage the exchange of ideas on scholarly communication, specifically to:
· provide a forum for the communication and exchange of ideas between the many stakeholders in the global knowledge community
· disseminate news, information and publications, and raise awareness of services that support the scholarly information sector.
Our editorial policy is to inform and stimulate debate about topical issues and provide a forum for debate. Issues contain a mix of articles written by librarians, publishers, vendors and other industry experts. We welcome submissions of research articles and case studies from the scholarly information sector, along with commissioning content such as conference reviews, editorial comment and features on people in the global knowledge community.
Insights is published three times a year, in electronic-only format, with an occasional supplement, typically up to once per year. The journal is fully open access with no article processing charges. Articles are published under a Creative Commons attribution licence (CC BY), although other more restrictive licences will be considered. Articles in the journal do not necessarily represent the views or opinions of the journal, its editors or UKSG.
The journal has been online since 2004, it averages 21 items of content (PDFs) per issue (this varies from 19-24 per issue). In 2012, the journal’s name was changed from Serials (e-ISSN 1475-3308 & p-ISSN 0953-0460). The entire back catalogue is available online from 1988 onwards at http://uksg.metapress.com/content/122388.
In addition, UKSG publishes the E-Resources Management Handbook, which is also available on the current journals platform. Additional chapters for the publication have now ceased, however, UKSG would like to maintain access to the publication alongside Insights. All chapters have individual DOIs and the ERMH is an open access publication.
II. Minimum Requirements for the services to be provided
· PDF and HTML versions + XML for searching and text mining (XML provided)
· Editorial access to the content hosted (for retractions, corrigenda, post-publication editing etc)
· Cross ref DOI management

· Usage stats (not real time) – at a minimum to be COUNTER compliant, SUSHI preferable
· Social media sharing and altmetrics
· RSS feeds, automatic email notifications for users either issue or keyword based
· Durable URL
· Indexing and SEO assistance
· Google Analytics setup assistance
· Domain name registration and setup
· Daily backups and full customer support
· Preservation services compatibility – Insights is preserved in CLOCKSS and Portico
· Platform compliance with W3C standards
· Mobile friendly
· Supply of metadata to link-resolver vendors and other library systems suppliers using KBART standards
III. Desirable features
· Pre-publication access for editorial verification after XML etc.
· Online submission process
· API to show Scopus citations
· Support for open data
· Disqus<http://disqus.com/> (or similar) comment plugin installation
IV. Submission Guidelines and Schedules
UKSG envisions a six-week process for the RFP phase, beginning May 1st 2014. All responders are expected to deliver a detailed cost proposal as well as prepare a presentation of the proposed solution, which can be delivered in person or via the web. Presentations will be scheduled for the fifth week of the process, and the contract will be awarded at the end of week six.
Requests for clarification should be sent to the appropriate contacts described below. All such requests should be received by the end of the third week, and you can expect responses within one business week of your request.
These presentations should be no more than 30 minutes in length, and provide an overview of your company, the personnel who would be assigned to this project, and a description of the proposed solution.
Electronic copies of the pricing proposal and any PowerPoint slides associated with the presentation should be submitted to the contacts described below.
