Hi Mark,
I've found that when trying to suss out the CSS for Blackboard it's normally easiest to open a Blackboard page in Firefox, then got to Tools --> Web Developer --> Inspector.
From here you can highlight parts of the page and see what CSS is behind it, you can even edit the CSS in the page to get the desired result. You'll also see which CSS file the style is set within.
Once you know what part of the style you want to edit, download a theme.zip, see if the style is defined there and overwrite/edit it. I've also found that in most cases, even if the CSS that I discovered via the Inspector wasn't included in the theme file I could add it anyway which would then overwrite the existing CSS.
It's trial and error approach so I generally keep a copy for each time I edit a theme file and of course test it out on blackboard test server.
