The less obvious bit is the removal of the PMS points reduction. This
makes for a bit of a muddle and the headline figure for PMS is lower.
The average uplift is 6.77 for PMS practices if you take into account
the removal of the points reduction. As usual there is a tendency to
obfuscate.
