We use Hague for paper certs and HEDD for verifications and are very happy with both - would be happy to discuss if you wish.

We're going through this process at the moment so feel your pain!
We've looked at AST, Hague (paper based only), Digitary/HEDD/Dare, Qualcheck and Gradintel so far, and aim to name our preferred supplier by the end of this month to our Systems Board.
We currently use Hague for paper with whom we're very satisfied. We'll probably always issue parchment certificates but would like to offer all other documentation electronically within a much shorter timeframe than we can possibly offer if we issue on paper. We also want an electronic alternative to our verification service which is currently running at 2500 requests p.a.
Hopefully that'll give you a few ideas.
