I'd guess that the only time it'd make a difference is if you have a
coffee shop, when dwell time might be increased, and thus probably the
spend.
Seems to me that providing public wifi is more like providing a better
class of toilets. People appreciate it when you do, but only because its
become part of the fabric.

...a bit like social media, really. Not really justifiable if you look
at it purely financially, but you should probably do it for lots of
other reasons..
The question earlier about letting people know that you have wifi -
won't people just log on to whatever public wifi they can see (either
knowingly or just because their phone does it for them)? Then once they
have done so, a splash screen is your friend...
Obviously you can then cut your Google Analytics in lots of ways -
campaign tags from your wifi splash screen to your website, filter by
your public wifi IP/network name / compare to opening times / etc...
