Usually it happens when proper queue parameters are not configured.
For example, Glue parameter "GlueCEPolicyMaxWallClockTime" defined
by parameter "resources_default.walltime" of the queue. You can
check all defined queue paramteres with commnad "qmgr":
qmgr -c 'p q atlas'
where I used "atlas" queue as an example. In the output of this command
should be line similar to
set queue atlas resources_default.walltime = 120:00:00
Here this time was difined to 120 hours. When this parameter defined
value of "GlueCEPolicyMaxWallClockTime" will be 7200 (i.e. in minutes).
The same for other parameters:
resources_max.cput --> GlueCEPolicyMaxObtainableCPUTime
resources_max.walltime --> GlueCEPolicyMaxObtainableWallClockTime
etc.
Parameter "GlueCEPolicyMaxWaitingJobs" is calculated as a difference
of two queue parameters "max_queuable" and "max_running".
