Here are my two cent for this interesting discussion.
The OpenAIRE Guidelines addressing different types of datasources have been mentioned already (https://guidelines.openaire.eu):
* oai-dc complemented by a set of controlled terms and concepts for literature repositories
* datacite compatible format for archives and repositories hosting research datasets
* CERIF-XML for CRIS
I leave open the question if one format will be replaced by another format or adopted by another type of datasource for the future.
The big problem of various interpretations of oai-dc in the repository community was tried to capture by introducing the DRIVER-Guidelines in 2008, a predecessor of the OpenAIRE Guidelines for "literature" repositories. The harmonization of the use of metadata fields is backed by suggesting a controlled vocabulary for bibliographic records in repositories (https://www.coar-repositories.org/activities/repository-interoperability/ig-controlled-vocabularies-for-repository-assets/)
Please note the application of this vocabulary is not limited to a particular metadata format.
The OpenAIRE guidelines can be considered as an application profile to describe records with e.g.:
* funding information including funding organization and project identifier; e.g. the same publication can have references to various funding scheme-projectID combinations and is not limited to EC-FP7
* access modes (not to be confused with license conditions)
* alternative identifiers of a resource, e.g. DOI
* expressing embargo mode and embargo end-date
* references to other publications that are made in a given publication
* references to research datasets that are described in a given publication
Other aspects will be considered next, e.g.
* author PIDs
The development of this application profile (considering different types of systems dealing with scholarly information) is an evolutionary process, which is open to consider stakeholder requirements.
