Not sure of its any help in my personal experience as a wheelchair user if your doctor refers you to a social services OT they can normally do this for about £45 and it can take up to 30 days.  The reason for the length of time, up to 30 days is that it comes in line with normal road painting work being carried out in the area if any additional painting work is going to be carried out not in line with any normal schedules it can be anywhere between £200 and £400.  Sadly like anything there is always proof required and if an individual does not have a blue disabled parking badge or other form of disabled benefit or support is very difficult to prove that they require a parking bay.  

It is always important to remember that the equality act is there to ensure that individuals are treated equally and that if their personal ability or condition means that they experience less than others resulting in not being treated equally.  There needs to be a requirement to prove or demonstrate that a person's ability or conditions  generate an experience of inequality, four example a doctors letter.
