Not all authorities will allocate personalised on-street parking spaces for Blue Badge holders outside their homes, and those that do have differing ideas as to how it can be enforced. Some authorities mark a 'discretionary' space but do not include it in a traffic order which means it can't be enforced if a none blue badge holder occupies the space. Some authorities will cover such a space with a traffic order but allow any Blue Badge holder to park there. Very few authorities will provide a personalised space for a disabled person outside their home because of the difficulty in enforcing it. As far as I know all such schemes require the beneficiary to be a Blue Badge holder.

£200 is about average to paint the bay and provide a post mounted sign. If a traffic order is provided so that the space can be enforced, then the cost can quickly escalate because all such orders have to be widely publicised, advertised before they can come into force. For instance here in Pembrokeshire, a one-off advertisement(s) for a single traffic order can cost around £1000. For this reason, those authorities that do make this provision often allocate them in batches so that the advertisement costs can be spread. Most schemes that I know of also put the onus (and cost) on the applicant to prove that they qualify. 

This is a very thorny and tricky issue which most highways authorities  tend to shy away from because of the difficulties in establishing who is eligible, where the space should be located and how it can be enforced.

If anyone has a good example of a working scheme I would be very interested to hear of it.

Hi there

I wonder if anyone can advise myself on the following query as it is not something I have come across before.  I have had a call from a lady who lives in Northampton she is being charged £200 by her council for them to come and paint a disabled parking bay outside her house.  This space will not be her designated space but a general use disabled bay.  She has MS and finds walking difficult and therefore needs parking close to her home.  The council need verification of her MS from her doctors - who are also charging her £40 and to verify her condition - they have also said they will take up to 28 days to process this! 

Does anyone know if this normal practice - both charges seem unethical and also would go against the Equality Act? 

Just wondered anyone else had come across this or had any thoughts.
