You do not need an $ATLAS_LOCAL_AREA.
If you want to put local overrides into ATLAS jobs, you can do this via:
$ATLAS_LOCAL_AREA/setup.sh.local
As it is the site putting in the local overrides this only needs to be a read only file to ATLAS. At RAL, I have created (via Quattor) an empty file on each WN, so if in future I need to apply an emergency fix I can do this quickly. I doubt I will need to use it but it helps to be prepared.
