We had the same discussion over opt-outs for the SCR..
What is everyone doing to ensure that patients - or their carers - are fully
informed about care.data and their options in the following groups:-
1. children registered in practices different from their parents e.g.
children in residential schools or in care? & does the parent or the
carer/care organisation decide?
2. adults/young people temporarily absent e.g. in college, working
away, in custody but still registered at the practice?
3. inhabitants of multiple occupancy dwellings?
4. patients in hostels, sheltered accommodation, care or nursing homes?
5. civilian dependents of military personnel? (is there a leaflet drop
on military bases?)
6. itinerates e.g. Travellers ?
7. functionally illiterate and non-English speakers?
8. visually impaired?
as I say, there was the same problem with SCR - but I don't remember what
the consensus was in 2009!
