Danish Refugee Council (DRC) seeks a Country Director to lead its office in Dushanbe and direct its programs in protection, livelihoods, and humanitarian aid to displaced persons in Tajikistan.
 
Overall position objectives:
.       Make sure that DRC Tajikistan programming is implemented efficiently and effectively. 
.       Manage DRC Tajikistan's growing staff of national and expatriate employees.
.       Represent DRC to stakeholders and duty-bearers in Tajikistan.
.       Ensure that all DRC Tajikistan activities comply with DRC's Humanitarian Accountability Framework.
 
Background
As of August 2012, there were 2,160 refugees and 1,890 asylum seekers living in Tajikistan according to official government statistics, but these numbers likely undercount the actual total of refugees and asylum seekers significantly. Of these refugees, 95% are from Afghanistan. In the first half of 2013, Tajikistan has seen a tripling of newly-arriving asylum seekers compared to the year before in a month-on-month comparison. Further, the northern areas of Afghanistan, which are home to many ethnic Tajiks and were previously safer than other parts of the country, are facing a deteriorating security situation. This will likely be exacerbated by the draw-down of ISAF soldiers as part of the anticipated full withdrawal in 2014 and could potentially also increase the numbers of asylum seekers to Tajikistan.
 
DRC has a multifaceted response to this displacement, and its programming is supported by funding from the European Union, UN Trust Fund to End Violence against Women, and Embassy of Germany in Tajikistan. DRC's activities in Tajikistan aim to enhance the protection of refugees, asylum seekers, survivors of trafficking in persons, and stateless persons; support their integration into Tajik society through livelihoods assistance; and provide humanitarian aid to the most vulnerable members of these displaced populations.
 
At present, DRC operates from its office in Dushanbe with an expatriate Country Director and Protection Manager and will soon employ approximately 20 national staff members. The recruited Country Director will report to the Regional Manager based in Afghanistan.
 
Duties
.   Overall supervision of DRC's operation in Tajikistan, including management, programming, implementation, reporting, and fundraising.
.   Ensure compliance with internal and external reporting requirements.
.   Program and strategic development for DRC Tajikistan within DRC's mandate and objectives.
.   Manage and motivate DRC Tajikistan staff members and consultants.
.   Supervisory budget monitoring, financial management, and expenses control for all DRC Tajikistan projects.
.   Represent DRC to and liaise with relevant government officials and other stakeholders as well as donors and potential donors. 
.   Facilitate the close collaboration between DRC and its project partners, both national and international.
.   Responsible for the safety and security of DRC Tajikistan's staff members.
.   Coordinate and communicate with regional DRC colleagues in Afghanistan, Pakistan, and Iran and work closely with the Regional Office in Kabul. 
.   Ensure appropriate monitoring and evaluation of all DRC Tajikistan activities to guarantee effective implementation according to the standards of the Humanitarian Accountability Partnership (HAP), as well as DRC and donor guidelines.
 
 
Required Qualifications
.   Appropriate university degree, such as in the field of law, international relations, development, etc. 
.   Strong management and leadership experience with an NGO.
.   Exceptional team-building and motivational skills.
.   Solid professional experience in program management, including but not limited to administrative, financial, and/or human resource management.
.   Experience in forced displacement in humanitarian and/or development settings. 
.   Experience in communicating and negotiating with state structures. 
.   Proven fundraising skills.
.   Fluency in written and spoken English. 
.   Results-oriented and intellectually flexible. 
.   Record of building trust and partnerships. 
.   Ability to live and work in a changeable environment.
.   Demonstrable commitment to DRC's core values and mission.
 
Desirable Qualifications 
.   Knowledge of refugee and displacement law and practice.
.   Experience working in post-Soviet Central Asia and/or Afghanistan. 
.   Experience implementing EuropeAid and/or UN-funded projects. 
.   Ability to read, write and/or converse in the Russian, Dari, and/or Tajik languages.

Conditions
Availability: 1 April 2014
Duty station: Dushanbe, with travel throughout Tajikistan and occasional travel in the wider region.
Contract: One year with a possibility of extension, subject to funding and performance.
