I've always had a bit of a problem with the "...is it "necessary" to maintain an online register of planning applications?" question.
By nature, planning applications, consultations, representations and suchlike are surely fairly localised? Certainly domestic applications might be relevant to neighbours who don't get along or who, as a result of (say) a large extension, seem about to fall out. As such, it's easy to see why the relevant plans etc would need to be accessible to people in the neighbourhood in the interests of local democracy / environmental interests / good neighbourliness - but to assume that access to the same information is necessary to people who live on the other side of the planet always struck me as excessive.
Possibly even 'Principle 3 excessive'...
