Excellent observation. How many people have lost equity in property as a result of part IIA investigation and designation for the whole pack of cards to collapse and the local authority to now be in a position where they have had their budgets decimated, leaving them not only without a budget to do very much more, but without staff to follow the work through to conclusion. I am sure that the residents in those Boroughs understand exactly what SPOSH is all about..caused by Part IIa..Appropriate Persons ?!!!!

Apologies for being pernickety and at the risk of stating the obvious, the whole premise of Part IIA was polluter pays and home owners just get left holding the proverbial baby when all else fails. I would suggest / hope that Parliament did not realise quite how often home owners would end up paying for others’ failings.

I find the first sentence a bit worrysome (coming from a senior govenment figure) as it appears to say the principle of P2A is "Inexcuisable" . Is this not the whole premise of PartIIA?
