Sorry – just read the other responses – if they are proposing that all
social housing be built to LTHS then this is great news, however, why not
all housing as it also simplifies matters for housebuilders (although they
will no doubt argue against it due to cost etc).
Northern Ireland require all social housing to be built to LTH standards
and have done some good evidence based research too which shows reduced
need for major adaptations and therefore cost savings to budgets.

How interesting - this sounds like the same principle as the recent English
Technical Housing Standards Review – that the percentages built to proposed
Levels 2 (revised LTH) and Level 3 (revised Wheelchair Housing design)
would be evidenced by local need. The concern here is that Level 2 is not
the main default but level 1 (a revised Part M) – even though the London
Plan demonstrates that generally people have accepted LTH as the baseline.
Also – who and how will local need be evidenced robustly? There is a lot
of research out there demonstrating the wider benefits of LTH but the
English review/consultation made very little mention of this – mostly cost
benefits to housebuilders. Their financial impact assessment was also very
confusing and seemed to inflate previous figures relating to the cost of
building to LTH/wheelchair housing etc. The revised proposed standards
would also reduce some of the overall costs anyway.

Hello
The Welsh Government is currently conducting a review of housing design
standards. The need for all social housing to be built to Lifetime Homes
standards (LHS) is being scrutinised.
My interpretation is that LHS is a universal standard, and that any notions
of basing its coverage or future development on projected local need or a
quota/percentage system would undermine the foundations upon which the
concept is built.
Does anyone have any views on this - do you disagree, and if so any
thoughts would be gratefully received.
