If it's handled well, I could see it being a very useful tool for Conservation Area Appraisals, and for planning cases where the proposed development affects the *setting* of a historic church.
On the other hand, it could equally just regurgitate our own data back at us in the form of links to Heritage Gateway. From what I have read (and I've only really had time to skim their proposal) it looks like the kind of resource that will be more useful to church historians and other academic researchers than local authorities. Nothing wrong with that, but it would be a wasted opportunity...

There was a mention of it at the recent HER Forum in York, in connection with recording graveyards, and it cropped up at our recent regional meeting.
From all of which I discern a degree of uncertainty of the behalf of C of E as to whether it's a just (says he dismissively) a property management tool or whether it's also intended as a record of the historic environment. I suspect it's mainly the former and that they have 'mudded the waters' by calling it an HER.
Maybe someone could ask Quentin which it is.

Has anyone/did anyone commented on this project? I see that Quinton in Cambs is advising the project team.
I've only just seen the project design for this pilot project, but it proposes to create a national CofE HER with links to LA HERs with funding from EH.
I'd be interested in people's comments, but having briefly gone through the PD I can see lots of references to systems development, but not a lot on data management nor any mention of MIDAS compliance.
Data sharing between HERs and Diocese records would be nice.
