What you need is a verification report rather than a one page certificate.
That will provide far more comfort.

Subject: Completion Certificates
All,
Does anyone have an example(s) of a "Completion Certificate" that they have signed (or requested LAs to sign) for developers/contractors/consultants/remediation contractors?
Normally I would recommend discharge of the relevant planning conditions to planning colleagues. However, in this case the site is a locally important site with complicated funding arrangements and difficult contractual details
- perception of risk and provision of "comfort" seem to be all.
Also a planning colleague has asked me for some examples...so over to you.
Thanks, in advance.
